On Wednesday, October 28, Councilman Ritchie Torres held an assembly in the theater of Theodore Roosevelt High School. The assembly kicked off the 2015-2016 Participatory Budgeting Process in City Council District 15. At the event, local residents offered proposals on how to spend $1 million in capital funding to improve their neighborhoods.
