Affordable housing development in Wakefield about to open, with units for homeless and vulnerable seniors

The Doe Fund, a nonprofit known for its homeless services and supportive housing projects, has received a Temporary Certificate of Occupancy (TCO) for “The Plains,” a new 98-unit deeply affordable housing development located at 4519 White Plains Rd. in the Bronx. With this certification, tenants can begin moving into the nine-story building.

Developed in partnership with Robert Sanborn Development, the $51.6 million project will offer supportive services for 49 formerly homeless adults living with disabilities and reserve 20 units for adults aged 62 and older. All 98 units are classified by the city as deeply affordable.

The lease-up process began earlier this month, with applications for affordable units submitted through the New York State Office of Homes and Community Renewal (HCR) housing lottery. A ribbon-cutting ceremony is planned for later this year after the leasing process is completed.

“The Plains” features offices for program staff, a multi-purpose room, on-site laundry units, a fitness center, 24/7 security and private outdoor recreation spaces.

“This project reflects our commitment to addressing homelessness and the housing affordability crisis,” said Jennifer Mitchell, President and CEO of The Doe Fund. “With nearly 100 New Yorkers with histories of homelessness moving into The Plains, we are helping individuals live with dignity, thanks to the building’s innovative features and our talented staff.”

The Doe Fund will provide on-site services, including mental health care, therapeutic groups, and medical care referrals, to support tenants. The residence aims to foster stability for individuals and families at risk of homelessness.

Local officials welcomed the opening of “The Plains.”

Bronx Borough President Vanessa L. Gibson stated, “This development will bring stability to individuals and families and help enhance the larger community. Through innovative design and essential services, The Doe Fund and its partners are creating a lasting impact—providing hope and dignity to those who need it most.”

Assembly Member Jeffrey Dinowitz added, “The Doe Fund’s commitment to providing housing and essential services for our most vulnerable residents, including formerly homeless individuals and seniors, will have a lasting impact on the Wakefield community.”

With “The Plains” marking its latest addition, The Doe Fund continues its nearly 40-year legacy of addressing homelessness and housing insecurity, providing more than 1,200 individuals and families with safe, affordable housing in New York City.
