The Pelham Parkway Neighbhorhood Association and the Allerton International Merchants Association held its second annual Halloween Parade & Party, co-hosted by Councilman James Vacca, Senator Jeff Klein and Assemblyman Mark Gjonaj at P.S. 105, on Saturday, October 25.
